NGO-IDEAs PROJECT - INDIA
and Bangladesh
A novel approach for Outcome / Impact
monitoring
The concept of NGO-IDEAs (Non-Government
Organisations’ –Impact on Development, Empowerment and Actions) is guided by
the principle of participatory impact oriented monitoring and evaluation and
steering the project interventions to reduce poverty. The project is built on
the joint efforts of a group of NGOs in Germany
together with the group of NGOs and their
target community in India through
the pilot experiment in India
during 2004 - 2007.
The aim of the project is that NGOs
improve their achievements in respect to poverty reduction through
participatory impact oriented steering of their projects and that the target
groups use impact analysis themselves and create more positive impacts in their
lives. It tries to enable NGOs transforming
the practice of “NGO-led activity/output based monitoring” approach to “Community-led
participatory outcome and impact oriented monitoring” approach which brings
them the fruit of benefit and contribute to poverty reduction.
NGO-IDEAs is envisioned as a holistic
process of enabling the participating NGOs and their target communities in
different countries to identify the impact monitoring indicators, develop appropriate
generic Impact Tools and approaches on a collective ventures through practical
learning experiences which can guide the NGOs showing the ways for how to measure
the outcome and impacts on the target community and steer the project
interventions more effectively reaching to the poor.
NGO-IDEAs Project I (2004-2007):
NGO-IDEAs was conceived and
conceptualised through a series of meetings and workshops on impact monitoring
sponsored by German NGOs since 1997. 14
German NGO oganisations piloted this project in partnership with 34 Indian NGOs
in South India in the Micro Savings and Credit sector. The key outcome of the
project was Impact Toolbox 1.1.
The NGO partners who have implemented
the Toolbox experienced positive results and also suggested some recommendations
for further refinement of this Toolbox. Further, the relevance and feasibility of
this Toolbox in other sectors is being tested by NGO partners in the current
phase of the NGO-IDEAs project II.

NGO –IDEAs Project II (2008-2011):
The positive outcomes of the
NGO-IDEAs Project-I in India
prompted extending the replication of the concept and Impact Toolbox to further
more regions and sectors. The main aim of this project is refining the concept
of impact oriented steering and the indicators, impact tools strengthening the
documentation and M&E system. Presently the project is being implemented in
India, Bangladesh, East Africa, Philippines and Germany.
Expected outcome of the project
At the end of the project period by
2011, the following 3 main products will be published for wider use in the
world.

- Manual on
Establishing Impact oriented Monitoring System
- Practical Examples
of Impact Analysis.
